Box 50, Happy Camp, CA 96039 Tel: (530) 627-3202 www.mkwc.org mail@mkwc.org Mid Klamath Watershed Council REQUEST FOR QUOTATIONS (RFQ) Engineering services: UPPER KLAMATH RIVER PLANNING AND DESIGN PROJECT BEAVER CREEK Deadline for Proposal Submission August 10, 2026 (5:00 pm) Worked to be performed within following dates: August 17, 2026 to August 31, 2028 The Mid Klamath Watershed Council (MKWC) invites businesses and individuals to submit written proposals for engineering services for the design of a fisheries restoration project on Beaver Creek, a tributary to the Klamath River in Siskiyou County, California. This will be a time and materials contract. This work is subject to State and Federal prevailing wage requirements. Contractors must register with Department of Industrial Relations (DIR) prior to making a bid and list subcontractor DIR registration numbers in their bids. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The project area is composed of three sub-projects, with a total of approximately 276 acres, 7.5 miles of stream, as shown on the project location map (Attachment A: Project Location Map and Attachment B: Site Maps). The project area is on Klamath National Forest land as well as on privately owned land. Should an award of contract be made, the selected entity will enter into a contractual agreement with the MKWC to provide engineering services for the design of a fisheries restoration project located on Beaver Creek. Specific services are identified in the Scope of Work section in this Request for Quotations. BACKGROUND INFORMATION The purpose of the Project is to create a 100% level fisheries restoration design plans for seven and a half miles of mainstem Beaver Creek. The funding for this project comes from the California Department of Fish and Wildlifes Fisheries Restoration Grant Program and the Wildlife Conservation Board. The objectives are: 1) increase winter base flow area by 25% and 2) increase average summer base flow residual pool depths by 75%. This fisheries restoration project is needed to address the lack of spawning and rearing habitat for threatened Coho Salmon in the Klamath River basin. Beaver Creek is incised in its channel and lacks pools due to past actions including: (1) channel constraint caused by berming, stream cleaning, and building roads and residences, (2) increased peak flows from hydrologic connectivity between the stream network and the high density system of roads and landings, (3) lack of Large Woody Debris (LWD) to slow streamflow, provide channel structure and roughness elements, and retain smaller woody debris and sediment, and (4) logging and mining close to and within the stream channel. These past actions prevent the creek from connecting to its relatively wide floodplain and remnant channels. The fisheries restoration project would improve conditions for spawning and rearing fish by: 1) the removal of berms, 2) the creation of side channels and off-channel features, 3) grading floodplain material at strategic locations to widen the channel, 4) adding instream structures, and 5) the flattening of the floodplain and channel from toe of slope to toe of slope (Stage 0 restoration technique) and other restoration activities prescribed by the Technical Advisory Committee. Utility line relocation and road and bridge design may be included in the restoration design. Scope of Work: Contractor will provide engineering services to create a 100% level fisheries restoration design plans for seven and a half miles of mainstem Beaver Creek. Task 1 Project Management and Administration Contractor shall provide the Mid Klamath Watershed Council (MKWC) with detailed invoices, including hours worked and pay rates. Invoices will be submitted to MKWC monthly for payment. The contractor will notate contract number on each invoice. The contractor must provide supporting documentation for the invoice and actual receipts upon request of MKWC. Final invoices will be submitted to MKWC for payment within 15 days of the end date of the agreement and will not exceed the total amount of the contract. In addition, the Contractor will provide an end of fiscal year invoice to 12-31 by January 10 of the next year covering all outstanding expenses for that year. Other project management and administrative tasks are outlined in the Attachment C: Draft Contract Template, an attachment to this Request for Quotations. Task 2 - Technical Advisory Committee (TAC) Meetings Contractor will participate in TAC site visits and meetings at key project milestones as follows: 1. Contractor will participate in a Kick-off meeting over a conference call during the week of August 24, 2026. 1. Contract will participate in two TAC site visits during the week of August 31 September 4,, 2. 30% Design Review: A field meeting following submittal of conceptual (30% level) habitat enhancement alternatives and supporting analyses to discuss project elements and identify a preferred alternative for 65% design development. 1. 65% Design Review: A conference call following submittal of the draft 65% design plan set and Draft Basis of Design Report (BODR). 1. 90% Design review: A conference call following submittal of the draft 90% final design plan set and final Draft BODR. Task 3 Existing Conditions Assessment Grantee and Engineering Contractor will conduct monitoring and compile existing information related to hydrology, water quality (e.g., temperature and dissolved oxygen), avian surveys, fisheries use and habitat, vegetation and invasive species, maps, aerial and ground photos, and existing reports. Contractor will conduct topographic surveys with an unmanned aerial vehicle (UAV) and total station to characterize channel bed, bank, and floodplain topography and bathymetry. Surveys will include points within the channel and floodplain necessary to support hydraulic modeling, as well as site?specific topographic mapping of potential treatment sites included in the restoration design. The topographic survey will supplement 2022 LiDAR data. Field-surveyed topographic and bathymetric data will be used in combination with LiDAR data to create an existing-conditions digital terrain model (DTM). The DTM will be used to create a detailed base map (e.g., 2-foot contour or better) for field mapping, hydraulic modeling, feasibility analysis, and project design. The Project's Engineering Contractor will lead a geomorphic assessment to evaluate risks and sustainability of project features, inform development of alternatives, and help guide selection of a preferred project alternative. The geomorphic assessment will begin with compilation of available aerial and ground photos, maps, and other information regarding channel and floodplain morphology, fluvial processes, and the existing and anticipated sediment supply to the project reach. A historical aerial photo analysis will be conducted by Grantee personnel and the Project's Engineering Contractor to map the evolution of channel and floodplain morphology and riparian vegetation in response to large flood events, drought, mass wasting processes, and anthropogenic disturbance. Field geomorphic assessments will then be conducted to describe existing channel morphology and bed material grain size, identify hydraulic controls, map relict channels, and generally analyze any unstable areas located within the project footprint. The field assessment will occur within the channel and adjacent floodplain areas. A geomorphic map of the project area will be developed from the historical aerial photo analysis, topographic survey, and field assessments. The methods and results of the geomorphic assessment will be included in the Draft BODR at the 30% design submittal. Task 4 Hydrology and Hydraulics Analysis The Project's Engineering Contractor and Grantee personnel will perform a hydrologic analysis for the project area. MKWC personnel will install and monitor approximately 84 water level data loggers (housed in stream gages in the creek and in steel groundwater pipes in the floodplain) in Beaver Creek and the surrounding floodplain in the project area. The hydrologic analysis will collect stream flow duration and flow frequency to evaluate and model habitat features at specific inundated flow elevations. The Project's Engineering Contractor will develop a two-dimensional hydraulic model (e.g., HEC-RAS 5.0 or equivalent) to simulate water surface elevations, flow depths and velocities, and shear stresses in the Beaver Creek channel and floodplain areas under existing and various proposed conditions. The model will be used to estimate water surface elevations, flow velocities, shear stress, bed mobilization, locations and relative magnitude of potential erosion and/or sedimentation, and generally inform the design team about the potential forces that will act on proposed design features. The hydraulic model will be generated using the DTM developed in Task 4 and will be calibrated with observations from flow monitoring at the project site. Task 5 Conceptual Design (30%), Options Analysis, and 30% Basis of Design Report The TAC team will evaluate site opportunities and constraints and identify potential design options for creating and enhancing salmonid habitat in the project reach. These analyses will be based on the site conditions identified through the geomorphic, hydrologic, and hydraulic analyses conducted in Tasks 4 and 5. The Project's Engineering Contractor will conduct a constraints and risk assessment for the project area following protocols outlined in Risk Based Design Guidelines (BOR 2014), Stream Habitat Restoration Guidelines (WDFW2012), RiverRAT (Skidmore et al. 2011), and Fish Bulletin 184 (CDFW, 2025). The risk assessment will focus on potential property and infrastructure impacts that could be associated with various design elements of the project. The risk assessment will utilize the risk assessment matrices provided in the BOR 2014 document, while incorporating input from stakeholders. The risk assessment will be used to evaluate the feasibility of project components and to identify the design standards that should be applied based on the level of risk. The design standards will include the design flow return period and horizontal and vertical factor-of-safety criteria for large wood structure design. The Project's Engineering Contractor will prepare concept (30%) designs of the project components identified in the project. Concept (30%) designs will be prepared to a level necessary to convey the intent of each project component and to evaluate its performance using a design-condition 2D hydraulic model. Design plans will include plan overviews showing feature locations, rough limits of grading, and anticipated construction access areas. The concept plans will include profiles and typical cross sections to convey the design intent and functionality of the restoration components. The 30% plans will be included in the Draft Basis of Design Report developed as part of this task. A Draft Basis of Design Report will be prepared summarizing activities and findings to-date, project goals, objectives and constraints, design options considered, and rationale for the selected design features. Supporting data and analysis will be provided as appendices. Contractor will provide a Civil 3D project(s) and HEC-RAS project(s) with all referenced files, in addition to PDF maps and design sheets. The Contractor will assess the feasibility of using Stage 0 approach for all areas within the project. A separate report will be a deliverable for this feasibility assessment. Task 6 65% Plan Set and Basis of Design Report The Intermediate (65%) design process includes developing detailed layout, grading, and spoil placement areas, developing project details, and performing additional hydraulic analyses. Stability computations will be performed for large wood structures that include moment-based computations that consider buoyancy, drag, lift, overturning, ballast, and anchoring methods as necessary. Scour analyses and pile skin-friction computations will also be performed as necessary to ensure that the large wood structure design meets a suitable factor of safety. Intermediate design plans will be prepared in AutoCAD Civil 3D. The plan set will include the following at a minimum: 1.Title Sheet. 1. General and Technical Notes., 2. Existing and proposed condition plan views showing limits of disturbance, new construction, and limits of proposed grading. 1. Profiles along construction alignments., 2. Typical and Detail Drawings., 3. Bioengineering Stabilization., 4. Water Management Plan., 5. Erosion and Sediment Control Plan., 6. Sequence of Construction., 7. A draft opinion of probable construction cost (OPPC) will be developed. The estimate will include an itemized list of construction items, estimated quantities, and unit costs. The OPCC will include a 25% contingency to account for unforeseen conditions encountered during construction and cost uncertainties. The contingency will be reduced as the project is further defined in the final design task. Escalation will also be added to the estimate based on the estimated date of construction. Contractor will provide a Civil 3D project and HEC-RAS project with all referenced files, in addition to PDF maps and design sheets. Task 7 90% Plan Set, Specifications, Basis of Design Report The 65% design and BODR will be advanced to the 90% level to make it construction-ready with all necessary details and specifications. The 90% plans and construction specifications will be submitted to the TAC for review and comment. Contractor will provide a Civil 3D project and HEC-RAS project with all referenced files, in addition to PDF maps and design sheets. Task 8 100% Plan Set, Specifications, and Final Basis of Design Report Based on comments on the 90% plans and specifications, draft 100% plans and construction specifications will be submitted to the TAC for review and comment. Based on one round of edits, final 100% plans and specifications will be completed. Contractor will provide a Civil 3D project and HEC-RAS project with all referenced files, in addition to PDF maps and design sheets. A list of deliverables and due dates are shown in the table below. This table is also Attachment D: Schedule of Services, Due Dates and Deliverables to this Request for Quotations. It should be used to complete a Price Proposal, as described in the Proposal Format section of this Request for Quotations. Contractor will not cross private land without permission from the private landowner(s). Contractor will work with the MKWC to obtain permission from all private landowners. The project is composed of three sub-projects and are described in the table below. This is a public works contract subject to the provisions of Part 7 of Division 2 of the California Labor Code (Sections 1720, et seq.). In accordance with Labor Code Section 1771, Contractor and all subcontractors shall pay not less than current prevailing wage rates as determined by the California Department of Industrial Relations (DIR) to all workers subject to prevailing wage requirements and employed on this project. In accordance with Labor Code Section 1815, Contractor and all subcontractors shall pay all workers employed on this project 1 the basic rate of pay for work performed in excess specified hour limitations. The work performed pursuant to this agreement is subject to compliance monitoring and enforcement by the Department of Industrial Relations. 1.2 Registration. Contractor and all subcontractors shall not engage in the performance of any work under this contract, unless currently registered and qualified to perform public work pursuant to section 1725.5 of the California Labor Code. Contractor represents and warrants that it is registered and qualified to perform public work pursuant to section 1725.5 of the Labor Code. 1.3 Posting. Contractor shall post at the job site the determination of the DIR director of the prevailing rate of per diem wages together with all job notices that are required by regulations of the DIR. 1.4 Reporting. Contractor and any subcontractors shall keep accurate payroll records in accordance with Section 1776 of the Labor Code and shall furnish the payroll records directly to the Labor Commissioner in the manner required by Labor Code section 1771.4. If the entire project cost does not exceed $25,000 for construction, alteration, demolition, installation, or repair work or $15,000 for maintenance work (Small Project Exemption), the Contractor and subcontractors are not required to furnish their payroll records to the Labor Commissioner, but shall maintain those same records. 1.5 Report on Prevailing Rate of Wages. MKWC has obtained the general prevailing rate of per diem wages in the vicinity of the project for each type of worker needed, a copy of which is on file at MKWCs principal office, and shall be made available to any interested party upon request. 1.6 Working Hours. (a)In accordance with Labor Code section 1811, the time of service of any worker employed in performance of the Work is limited to eight (8) hours during any one (1) calendar day, and forty (40) hours during any one (1) calendar week, except in accordance with Labor Code section 1815, which provides that work in excess of eight (8) hours during any one (1) calendar day and forty (40) hours during any one (1) calendar week is permitted upon compensation for all hours worked in excess of eight (8) hours during any one (1) calendar day and forty (40) hours during any one calendar week at not less than one?and?one?half (1.5) times the basic rate of pay. (b)Pursuant to Labor Code section 1813, the Contractor and its subcontractors will forfeit as a penalty to the District twenty?five U.S. Dollars ($25) for each worker employed in the performance of the Work for each calendar day during which the worker is required or permitted to work more than eight (8) hours in any one (1) calendar day, or more than forty (40) hours in any one (1) calendar week, in violation of the provisions of Labor Code section 1810, et seq. 1.7 Employment of Apprentices. Contractor shall comply with Sections 1777.5 and 1777.6 of the Labor Code concerning the employment of apprentices by the Contractor or any subcontractor, as applicable. It shall be the responsibility of the Contractor to effectuate compliance on the part of itself and any subcontractors with the requirements of said sections in the employment of apprentices. Information relative to apprenticeship standards, wage schedules, and other requirements may be obtained from the Director of Industrial Relations, ex?officio the Administrator of Apprenticeship, San Francisco, California, or from the Division of Apprenticeship Standards and its branch offices. 1.8 Subcontractors. Contractor certifies that it has verified that all subcontractors used for the Work are registered with the DIR in compliance with Labor Code sections 1771.1 and 1725.5. Contractor may not perform work on a public works project with a subcontractor who is ineligible to perform work on the public works project pursuant to Section 1777.1 or 1777.7 of the Labor Code. The Labor Commissioner publishes and distributes a list of contractors ineligible to perform work as a subcontractor on a public works project. This list of debarred contractors is available from the Department of Industrial Relations website at https://www.dir.ca.gov/dlse/debar.html. 1.9 Penalties. Contractors attention is directed to provisions in Labor Code Sections 1775 and 1. In accordance with Labor Code Section 1775, Contractor and subcontractors may be subject to penalties for Contractors and subcontractors failure to pay prevailing wage rates. In accordance with Labor Code Section 1813, Contractor or subcontractors may be subject to penalties for Contractors or subcontractors failure to pay overtime pay rates for hours worked by workers employed on this project in excess specified hour limitations Work Hours and Safety Standards Contractor agrees to comply with Sections 102 and 107 of the Contract Works Hours and Safety Standards Act (40 U.S.C. 327?333), as supplemented by US Department of Labor regulations (29 CFR part 5). Proposal Format Proposals should be prepared simply and economically, and provide a concise description of the Proposers company, qualifications, and capabilities to satisfy the requirements of this RFQ. Emphasis should be on completeness and clarity of content. Proposals should be organized consistent with the outline provided in this section of the RFQ. Proposals must be no more than 20 single pages (including cover letter and any appendix), and must consist of the following: 1. Cover Letter: The cover letter will include general information about the consultant firm and a description of the consultants understanding of the scope of services. Please identify a project manager(s), and provide address, telephone number, and email for the project manager(s). 1. Key Personnel (Project Managers): The proposal shall include the names and resumes of all Project Managers who will be assigned to perform or coordinate services pursuant to the contract. If sub-contractors are to be used as part of this proposal, qualifications of the subcontractor and relevant experience is to be included. 1. Work Experience and Qualifications: Provide a brief overview of your firms experience, and a minimum of three relevant projects, including references for those projects. The projects identified should demonstrate the ability to perform the tasks listed in the Scope of Work section in this RFQ. Approximate timeline of when work will be completed: Please explain in detail when the topographic and bathymetric surveys will begin and be completed. Explain the approach that will be used to complete the topographic and bathymetric surveys. 1. Price Proposal Please provide a Price Proposal based on Attachment D: Schedule of Services, Due Dates and Deliverables table. Contractor will use this table as a guide for expected deliverables. Do not include any utility line relocation and road and bridge design costs in the price proposal since it is unknown at this time the extent of infrastructure civil engineering that will be needed for this project. 1. Civil 3D project and HEC-RAS project: Please provide both a Civil 3D and HEC-RAS project with all referenced files. The projects should be of similar size and scope to one of the sub-projects in the UPPER KLAMATH RIVER PLANNING AND DESIGN PROJECT BEAVER CREEK. These are electronic files and are not included in the maximum 20 page proposal. 1. Since this will be a time and materials contract, provide a complete list of all costs that will be incurred, including hourly rates of all personnel (both travel rates and work rates, if they differ), travel, supplies, and everything else the Contractor anticipates charging for. This rate sheet will be used in the contract. Do include the rate of a Civil Engineer who is qualified to design utility line relocation and road and bridge designs, in case that is needed for the project.
