Job Description Site Safety & Health Officer / Quality Control Manager Hunter Army Airfield Military Working Dog Kennel Project Location: Hunter Army Airfield – Savannah, GA Company: JNB Services, LLC Project Type: Federal / USACE Construction Positions Available: Site Safety & Health Officer and Quality Control Manager JNB Services, LLC is seeking qualified candidates for two key on-site project positions for the SOF Military Working Dog Kennel project at Hunter Army Airfield in Savannah, Georgia. The project includes construction of a new Military Working Dog kennel facility with administration offices, veterinary exam and surgical areas, TA-50 locker area, latrines, food preparation and storage areas, indoor and outdoor kennels, building utility support areas, fire protection, HVAC, energy management controls, communications, access control/security systems, sitework, utilities, parking, sidewalks, storm drainage, landscaping, AT/FP features, and related improvements. This is an on-site federal construction opportunity. The solicitation identifies an 840 calendar day performance period. Applicants may apply for either role; however, the same individual cannot serve as both SSHO and QC Manager. Position 1: Site Safety & Health Officer The Site Safety & Health Officer will be responsible for implementing and administering the project safety program, the Government-accepted Accident Prevention Plan, EM 385-1-1 requirements, OSHA requirements, and all applicable federal, state, and local safety requirements. The SSHO must be on site at all times when work is being performed, or an approved equally qualified alternate SSHO must be provided. Required Qualifications Candidate must meet all project specification and solicitation requirements, including: • Must qualify as a Level One SSHO in accordance with EM 385-1-1 and the contract requirements., • Must meet the training and experience requirements identified in EM 385-1-1 and the contract documents., • Must be capable of implementing and administering the Contractor’s safety program and accepted Accident Prevention Plan., • Must be able to coordinate with the Project Manager, Superintendent, QC Manager, subcontractors, and Government representatives., • Must be able to maintain required safety documentation and reports., • Must be able to read, write, and communicate effectively in English., • Must be available full-time on site during construction activities. SSHO Responsibilities • Implement, manage, and enforce the project Accident Prevention Plan and site-specific safety program., • Ensure project compliance with EM 385-1-1, OSHA, and applicable safety requirements., • Review, coordinate, and maintain Activity Hazard Analyses for each activity, task, or Definable Feature of Work before work begins., • Ensure AHAs are signed by the SSHO, Superintendent, QC Manager, and applicable subcontractor foreman., • Maintain AHA signature logs for employees performing the work., • Conduct and document required safety meetings, including weekly trade worker meetings and monthly supervisor safety meetings., • Perform daily site safety inspections and ensure safety controls are implemented in the field., • Coordinate competent person requirements for excavation, scaffolding, fall protection, hazardous energy, confined space, PPE, and other applicable work activities., • Maintain required safety records, including safety meeting minutes, accident reports, monthly exposure reports, lift plans, hot work permits, and other required safety documentation., • Support preconstruction meetings and safety coordination with USACE/Government representatives., • Stop or correct unsafe work conditions and coordinate corrective action with project leadership. Position 2: Quality Control Manager / CQC System Manager The Quality Control Manager will serve as the project’s CQC System Manager and will be responsible for overall management of the Contractor Quality Control program. The QC Manager must have authority to act in all quality control matters, including authority to stop work that is not in compliance with the contract documents. Required Qualifications Candidate must meet all project specification and solicitation requirements, including: • Minimum 10 years of related construction experience., • Must be on site at all times during construction., • Must be employed by the Prime Contractor., • Must be assigned no other duties while serving as CQC System Manager., • Must have completed the Construction Quality Management for Contractors course, or be able to obtain the certification within the time allowed by the contract. The CQM certificate expires after 5 years and must remain current., • Must be able to read, write, and communicate effectively in English., • Must be capable of managing USACE quality control procedures, daily reports, submittals, testing, deficiencies, and three-phase control., • Federal / USACE project experience is strongly preferred., • RMS/QCS experience is strongly preferred. QC Manager Responsibilities • Prepare, maintain, and implement the project Contractor Quality Control Plan., • Manage the CQC organization and coordinate with project management, superintendent, subcontractors, suppliers, testing agencies, and Government representatives., • Conduct and document the required three phases of control for each Definable Feature of Work: preparatory, initial, and follow-up., • Review and certify submittals for compliance with contract requirements before submission., • Track submittals, testing, inspections, deficiencies, rework items, corrective actions, and final resolution., • Coordinate required testing and inspection activities, including control, verification, acceptance testing, and special inspections., • Coordinate with mechanical and electrical QC personnel or specialty QC representatives when required by the project., • Maintain daily CQC reports and submit required reports within the contract-required timeframe., • Ensure all materials, equipment, workmanship, and subcontractor work comply with contract drawings, specifications, approved submittals, and applicable standards., • Maintain project quality records at the site, including test reports, inspection reports, deficiency logs, submittal records, and special inspection documentation., • Supervise or coordinate Special Inspectors required by the contract documents and IBC, verify inspector qualifications, maintain special inspection reports, and track special inspection discrepancies., • Conduct punch-out inspections, maintain punch lists, verify corrective actions, and support Government pre-final and final acceptance inspections., • Attend preconstruction, QC coordination, progress, and other project meetings as required. General Requirements for Both Roles • Must be able to work full-time on site at Hunter Army Airfield in Savannah, Georgia., • Must be able to satisfy base access requirements., • Must be familiar with federal construction documentation and USACE project requirements., • Must be dependable, detail-oriented, and capable of maintaining accurate project records., • Must coordinate effectively with the Project Manager, Superintendent, subcontractors, vendors, Government representatives, and inspection/testing personnel., • Must be committed to maintaining a safe, compliant, and quality-driven project site. Preferred Experience • Prior USACE, NAVFAC, DoD, or other federal construction experience., • Experience with EM 385-1-1., • Experience with RMS/QCS., • Experience on projects involving vertical construction, sitework, utilities, mechanical/electrical systems, fire protection, access control/security systems, commissioning, and closeout., • Strong understanding of construction drawings, specifications, submittals, daily reports, AHAs, APPs, QC plans, testing requirements, and inspection processes.
