This is a departmental promotional opportunity. Only current employees of the Hamilton County Juvenile Court Clerk Child Support Division will be considered for this position. Under general supervision, provides administrative, managerial, and supervisory support to the Office of the Hamilton County Juvenile Court Clerk in the management of court records and electronic client case files, including assisting parties, attorneys, various local and state agencies, and magistrates with the administration and resolution of client legal matters. Provides direct supervision to staff as requested by the Director of the Juvenile Court Clerk. This is a Fair Labor Standards Act Defined Exempt Position - Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the number of hours involved in completing the tasks assigned. Provides administrative and managerial support and assistance in the daily management of the Juvenile Court Clerk's Office; coordinates resources involving judges, staff, court security personnel, attorneys, juveniles, and law enforcement personnel; supervises, manages, administers and coordinates staff activities and schedules; participates in personnel management processes; reviews, recommends and implements quality control procedures to maintain compliance with statutes, rules, administrative orders, operational policies and procedures, and various state and local guidelines. Prepares schedules and work assignments for counter support clerks; reviews staff operations and compliance to operational standards and other requirements; responds to, and within the scope of authority, resolves legal and procedural issues and problems for parties, attorneys, and partners in person at the clerk's counter or telephonically; determines staff and office training needs/requirements; Provides in depth training for deputy clerks who serve at the counter for parties and attorneys wishing to file legal proceedings, pay fines or fees, or otherwise utilize the court's services; completes performance reviews for counter support clerks and oversees retraining and performance improvement plans, when necessary. Responds to, and within the scope of authority, resolves financial and non-financial issues and problems. Gathers, compiles, and records statistical and financial data; produces financial and statistical studies and reports. Oversees and participates in the preparation of various court orders, documents and forms; enters and/or oversees entering of case-related data into electronic data management system; responds to inquiries from parties, attorneys, and court partners in person or by telephone and in writing; identifies and recommends methods to improve management and operation of the court involving enhanced work processes, increased court system responsiveness, efficient use of judicial resources and quality service delivery. Performs other related duties as assigned. Knowledge of applicable State of Tennessee statutes, rules, administrative orders, policies and procedures, Federal rules, and requirements. Knowledge of Hamilton County policies and procedures. Knowledge of the basic principles and practices of public personnel administration, court administration, management, supervision, and public budgeting. Knowledge of the basic principles and practices of personnel management, fiscal management, cashflow management, records management, automation, office management, space and equipment management, information management, and intergovernmental relations. Knowledge of legal terminology and court processes and procedures. Knowledge of confidentiality and open records requirements. Skill in working under pressure in a highly dynamic environment with changing program demands and priorities. Skill in establishing and maintaining cooperative working relationships with court employees, attorneys, community partners, interested parties, and the public. Skill in communicating and producing materials for public dissemination. Skill in organizing and coordinating the efforts of court personnel to accomplish office goals or objectives. Skill in analyzing administrative, operational, procedural, managerial, fiscal, and other issues/problems and making viable recommendations for solutions. Skill in operating a personal computer utilizing a variety of software applications. Skill in effectively communicating in both oral and written form. Skill in Microsoft Office software including Word, Excel, Outlook A Bachelor's Degree in social work, criminal justice, or in a related field and at least five (5) years of work experience as a clerk in Juvenile Court is required. A valid driver's license is required. Must be able to type at least forty (40) words per minute. A typing test may be required. OR An Associate's Degree in social work, criminal justice, or in a related field and two (2) years of direct work experience in the legal field with at least five (5) years of work experience as a clerk in Juvenile Court is required. OR The equivalent of a high school diploma and four (4) years of direct work experience in the legal field with at least five (5) years of work experience as a clerk in Juvenile Court is required. Additional requirements: Must be able to qualify to serve as a Notary Public. Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level. Preferred qualifications: Experience working in a supervisory capacity is preferred. Fluency in Spanish and/or another language is preferred. Knowledge of laws relating to juveniles and child support is preferred. Work requires limited physical effort and primarily involves extended sitting, intermittent standing, intermittent walking, and extensive typing/computer keyboarding. This position requires occasional lifting and carrying of up to fifteen (15) pounds.
