We embrace Orange County’s diverse communities, educate families and individuals about available resources, and empower them to improve their health, stability, and quality of life through culturally responsive, collaborative services. Position Summary Abrazar is seeking an organized, mission-driven HPSP and CalAIM Housing Manager for a permanent housing-program leadership position with two connected areas of responsibility. Immediate focus—HPSP completion through February 2027: The Manager will lead Abrazar’s completion of the Homelessness Prevention and Stabilization Program (HPSP), delivered in partnership with United Way of Orange County (UWOC). Enrollment is complete. The remaining work centers on sustaining enrolled households through monthly check-ins, updates to Individualized Housing Stability Plans, housing-stabilization and financial-stability surveys, documentation, referrals, and graduation. Beginning in August 2026, Abrazar will also assume responsibility for the remaining clients transferred by five partner organizations and support those households through the end of the program. Long-term focus—CalAIM Housing leadership: As HPSP concludes, the position will increasingly focus on CalAIM Housing. The Manager will gain structured supervisory experience by supporting the CalAIM Housing team with guidance from the CalAIM Director and the CalAIM Housing Director. This is not a temporary position: after HPSP ends, the employee will continue as a CalAIM Housing Manager based on successful performance and organizational needs. Compensation and Benefits • $25.00–$27.00/hour: Candidates meeting the minimum qualifications with relevant housing navigation, case management, financial coaching, or social-services experience., • $27.01–$30.00/hour: Candidates with demonstrated HPSP, homelessness-prevention, housing-stabilization, CalAIM, CES/HMIS, financial-coaching, or team-lead experience., • $30.01–$32.00/hour: Candidates with advanced, directly relevant experience, staff-supervision experience, strong Orange County housing-systems knowledge, or other highly relevant preferred qualifications., • Vacation: 12 days per year, accrued monthly after three months., • Health leave: Up to 56 hours per fiscal year after three months., • Holiday pay: 10 days per year after three months., • Health, vision, dental, and life insurance. Essential ResponsibilitiesHPSP Program Completion and Caseload Transition • Lead day-to-day completion of HPSP through February 2027 and maintain a clear work plan for all remaining clients, milestones, surveys, documentation, reporting, and graduations., • Coordinate the August 2026 transfer and orderly intake of remaining clients from five partner organizations, including record receipt, assignment, member outreach, consent, service continuity, and reconciliation of missing information., • Maintain regular engagement with Abrazar’s existing HPSP households and transferred households through required monthly check-ins and timely follow-up., • Complete and monitor Individualized Housing Stability Plans, housing-stabilization surveys, financial-stability surveys, progress reviews, referrals, and graduation requirements., • Track every client’s status, next required contact, outstanding documentation, service needs, and anticipated completion date., • Coordinate with UWOC and collaborative partners to resolve transition issues, clarify program expectations, and complete required deliverables., • Prepare accurate program data, narrative reports, outcomes, success stories, and closeout documentation. Housing Stabilization and Financial Coaching • Help households maintain housing, address landlord concerns, understand tenant responsibilities, and connect to eviction-prevention, housing, benefits, employment, education, and supportive resources., • Guide households in developing practical goals related to income, expenses, debt, credit, savings, benefits, and long-term housing stability., • Review budgets and credit reports and provide culturally responsive financial coaching using approved financial-education resources and practices., • Develop and monitor individualized action plans and coordinate appropriate internal and external referrals., • Maintain strong, professional relationships with members while setting clear expectations for participation, documentation, and progress. CalAIM Housing Management and Staff Development • Gradually assume expanded responsibility for supervising and supporting Housing Care Navigators under the guidance of the CalAIM Director and CalAIM Housing Director., • Assist with staff meetings, case consultations, workflow reviews, coaching, training, assignment monitoring, and follow-up on performance expectations., • Monitor staff documentation, timeliness, productivity, member engagement, service quality, and completion of assigned activities., • Learn and apply CalAIM Housing Community Supports requirements, including Housing Transition Navigation Services, Housing Deposits, Housing Tenancy and Sustaining Services, and Transitional Rent referrals., • Support implementation of consistent workflows, documentation standards, billing readiness, quality assurance, and corrective follow-up., • Provide direct member coverage and assist with complex or escalated housing situations when needed for continuity of operations. Documentation, Data, and Collaboration • Enter clear, accurate, and timely case notes, assessments, plans, referrals, services, and outcomes in HMIS, ETO, and other required systems., • Maintain complete files that support confidentiality, program compliance, billing accuracy, reporting, audit readiness, and continuity of care., • Collaborate with landlords, property managers, housing authorities, government agencies, healthcare providers, community organizations, and internal programs., • Maintain current knowledge of Orange County housing resources, tenant supports, public benefits, financial-stability services, CES/HMIS practices, and CalAIM requirements., • Identify service gaps, missed deadlines, data-quality concerns, and training needs, and promptly elevate or resolve them with program leadership. Minimum Qualifications • Bilingual in English and Spanish., • Bachelor’s degree in Social Work, Human Services, Public Administration, Business, Finance, or a related field. A directly relevant combination of education and experience may be considered., • At least three years of relevant experience in housing navigation, homelessness prevention, case management, financial coaching, care coordination, or social services., • At least one year of staff-supervision, team-lead, project-lead, or comparable leadership experience, or demonstrated readiness to assume formal supervisory responsibility., • Experience developing and monitoring individualized service or housing stability plans and maintaining a caseload with recurring follow-up requirements., • Working knowledge of Orange County housing resources and familiarity with CES, HMIS, or comparable case-management and data systems., • Ability to coach clients on budgets, credit, benefits, income, expenses, debt, savings, or other financial-stability goals., • Strong documentation, organization, communication, follow-through, and time-management skills., • Ability to manage confidential information consistent with HIPAA and agency requirements., • Proficiency with Microsoft Office and electronic documentation platforms., • Ability to work occasional evenings and Saturdays as program needs require. Preferred Qualifications • Direct experience with HPSP, homelessness-prevention or stabilization programs, CalAIM Housing Community Supports, or a comparable housing program., • Experience coordinating a caseload transfer, program transition, contract closeout, or time-limited grant deliverables., • Experience supervising or coaching housing navigators, case managers, financial coaches, or other direct-service employees., • Experience with HMIS, ETO, CES, landlord engagement, housing stabilization, tenancy support, and Orange County housing systems., • Financial-coaching certification or training in financial social work, credit counseling, motivational interviewing, trauma-informed care, harm reduction, crisis intervention, or de-escalation., • Experience with Medi-Cal, CalFresh, CalWORKs, SSI/SSDI, VITA/ITIN, or other public-benefit and income-support programs., • Intermediate Excel skills and experience reviewing program data, outcomes, or compliance reports.
